Public finance finds its origin of Financial Credit Specialty in 1952, and in 1996 it was entitled to enroll undergraduates then enroll postgraduates in 2007, postgraduates of Taxation in 2015.

In 2007, provincial characteristic program for undergraduates was approved by Education Department of Fujian; and in 2008, national characteristic program was granted by State Education Department, and awarded the first-level specialty of Fujian by State Education Department in 2019.

Education Objective

The education of public finance aims for the students’ all-around development of moral, intellectual, physical, aesthetics and labor education. The students will be trained to be capable, compound and applied talents with solid theoretical foundation and social responsibility. They will be brought up with “Sincerity and Perseverance”, innovative spirit and entrepreneurship awareness. The specific goals are as follows.

1、To embrace the leadership of Chinese Communist Party and socialist system; To be financial professionals with both capability and moral integrity; To be compound, application-oriented and innovative financial professionals with sense of social responsibility and ideological level.

2、To lay a solid theoretical foundation in public finance, taxation, public management, to get the hang of research approaches, adapting to the need of modern government management.

3、To be of good analytical capability, the ability of the execution of financial and economic policies, the capability of financial management.

4、To be competent in positions in the governmental agencies of finance, tax and public management; to be competent in positions of the intermediaries such as accounting, tax, law and assets evaluation; to be competent in financial positions in businesses.

Characteristics of the Majors

1、Moral culture is given the top priority, and the motto of Sincerity and Perseverance runs through the whole process, cultivating personnel with socialist core values.

2、With provincial research bases for social sciences as platform, the program focuses on the study of performance of Finance of local administrations and makes comparative study of financial and taxation policies between Fujian and Taiwan.

3、With the integration of the majors of finance, taxation and law, the program attaches importance to the cultivation of inter-disciplinary talents.

4、Centering around the construction of artificial intelligence financial lab, the program aims to train application-oriented personnel.

5、Holding the classes for innovative and pioneering as the main battlefield, the program adopts the forms of lectures, visiting the businesses, creativity and entrepreneurship competitions, in order to  develop the students’ creative spirit and entrepreneurship.

The Teaching Staff

The department of public finance has a full-time teaching staff of 13, among whom 4 professors, 2 associate professors; there are 7 teachers with PH.D., taking up 53.8%. The staff is reasonably structured and of high academic standards and practical skills, forming a dual qualified teaching team. The faculty has published academic papers in some China’s core journals such as Public Finance Research、Taxation Research，Southeast Academic Research，Economic Review Journal and Fujian Forum.

Also, some academic works on public finance and taxation have come out. The core courses for the major such as public finance and accounting have been elected as the provincial excellent courses. In recent years, four textbooks, which are projected by Ministry of Finance have come out--Public Finance, Assets Appraisal, Government and non-profit Organization Accounting and Intermediate Accounting.

Center for Performance Study of Finance of Local Administration is the research base for social science study of Fujian Province, serving the think tank for Department of Finance. With 40 researchers, it is also a new-type think tank, and the research base for national financial performance study.

 So far, the center has undertaken early 200 projects of budget management for provincial Department of Finance and local financial administrations. Moreover, the party branch of the department has been awarded 3 honorary titles: Advanced Primary-level Party Branch of Jimei University, Advanced Primary-level Party Organization of Xiamen, Advanced Grassroot Party Organization of Fujian Higher Learning Institutions.

 The core courses for the public finance involve Political Economics, Microeconomics, Macroeconomics, Econometrics, Public Finance, Accounting, Finance, International Economics, Taxation System of China, Public Budgeting and Fiscal Administration, Performance Appraisal of Fiscal Expenditure, Tax Affairs management, Tax Planning, Public Management, Economic Law, Financial Accounting, and so on.

Career Prospect

With the aim to cultivate the students to be inter-disciplinary and innovative-minded, the curriculum provision fits the graduates for a wide range of employment opportunities. According to the data of recent years, about 80% of the graduates have found their jobs in the governmental agencies such as Finance Department, Tax Bureau, other public administrations, as well as in the intermediatory institutions of accounting, tax, law and asset assessment; and some graduates serve in the financial positions of accounting, taxation planning; the others carry on their postgraduate program, study abroad or start businesses of their own.
